


The International Court of Justice ordered the suspension of Russian military operations on March 16, 2022.

The United Nations Secretary General and General Assembly immediately condemned the invasion as a violation of international law and the Charter. Russia thus made the choice of war in spite of the efforts for de-escalation led in the previous days and weeks by President Macron and Chancellor Scholz. A week later, on February 24, 2022, it invaded Ukraine. Four days later, on February 21, 2022, Russia recognized the independence of the self-proclaimed Donetsk and Luhansk "People’s Republics". He added that rumors of Russian military intervention were unfounded and stemmed from Western paranoia. One year ago to the day, on February 17, 2022, the Russian Representative publicly affirmed before this Council "that there is no alternative" to the Minsk agreements and that they are "the only international legal basis" for resolving the conflict in Ukraine. In the face of this new disinformation maneuver, we must recall the facts and the law. By referring us to the past, Russia is trying to distract us from the present: the horrible fighting on the front line, the scale of human losses, the bombing of civilian infrastructure, the massive abuses by the Russian army and Wagner’s auxiliaries. However, nothing could legitimize this aggression. Today, Russia is inviting us to a retrospective exercise to justify the unjustifiable: its invasion of Ukraine on February 24, 2022, in violation of the United Nations Charter and Security Council Resolution 2202, which had endorsed the Minsk agreements, to which Russia was a signatory.
